OPEN TAXI LICENSES OR CONTROLED ENTRY?

       Open entry may cause an influx of independent operators, with drivers attracted by low entry costs, the opportunity to service ‘guaranteed’ trips at a taxi stand, and the opportunity to work for oneself.
